Courses are avialble for the conversion of ICAO FI(A) to Part FCL FI(A)
Regulation 2020/723 allows for a reduction in training to obtain Part FCL licences, certificates and ratings if an applicant holds an equivalent ICAO licence, certificate or rating issued by an ICAO member state
The UK CAA have declared a minimum amount of training for which agreement may be assumed, whilst still allowing ATO's to recommend a lower amount once the pilot has begun training and his skill level has been better established

The rules under which the reduction can be allowed?
Notwithstanding the reductions in training allowed under Regulation 2020/723, applicants shall meet all the other requirements e.g. overall flying experience, prerequisites for course commencement or licence issue, theoretical knowledge examinations, skill tests, etc
The arrangements apply to holders of equivalent current and valid ICAO compliant licences and ratings (see notes)
If during the training course the Head of Training of the ATO determines that the training may be reduced to less than the UK CAA declared minimum the Head of Training may make a written recommendation for a further reduction to the UK CAA Licensing Standards Inspector assigned to the ATO
Notes:
1. Current and valid means that on the day the new licence/rating is issued the pilot can exercise the privileges of the non-UK licence and ratings in aircraft registered in the country where the licence was issued
2. An ICAO compliant licence is a licence issued in accordance with Annex 1, Personnel Licensing to the Chicago Convention (the Convention on International Civil Aviation)
UK CAA declared minimum amount of training
Complete a course of at least 30 hours of ground instruction at an ATO holding an approval for flight instructor courses. The course shall be based on the requirements of FCL.930.FI(b)(1) and (2) and the associated AMC and GM
Complete a minimum of 15 hours flight instruction at an ATO holding an approval for the flight instructor course. The flight instruction shall be based on the requirements of FCL.930.FI(3)(i) and the associated AMC and GM and be conducted as dual instruction in an aircraft
On completion of the training and prior to the FI Assessment of Competence the ATO must issue a recommendation to take the FI Assessment of Competence
Pass the FI Assessment of Competence in the appropriate aircraft category

Requirements for conversion ICAO FI to Part FCL Instructor Certificate other than an FI (e.g. TRI, CRI, IRI, SFI, MCCI, STI, MI, FTI)
No alternative means of compliance available. These must be subject to individual agreement with UK CAA
Requirements for conversion ICAO FI to Part FCL FI restricted to instruction outside the territory of the UK (FCL.900(c) certificate)
