Introduction

IRE training courses are available for the UK CAA and Danish CAA [Trafikstyrelsen] licence holders including FCL.900(c) certificate holders. Other licence holders must contact their National Aviation Authority (NAA) to ensure they will accept this training course before booking.

If required Operator Proficiency Check (OPC) privileges (UK CAA only), ME privileges and IMC Rating privileges (UK CAA only) can be included in the course. The assessment of competence is conducted by a UK CAA FOTI/senior examiner or Danish CAA [Trafikstyrelsen] Inspector/senior examiner as applicable at a mutually acceptable location

All candidates considering becoming an FE shall apply to the UK CAA or Danish CAA [Trafikstyrelsen] in the first instance. If the candidate's qualifications meet the Part FCL requirements then they will receive notification enabling them to complete the FE course

The candidate will be assessed throughout the training course prior to taking the assessment of competence

Aims

The aims of FE course are:

(a) To ensure that the candidate has the skill and potential to become a FE

(b) To brief the FE requirements, responsibilities and revalidation requirements

(c) To emphasise the principles of standard examiner techniques

(d) To add ME privileges (if applicable)

(e) To add OPC privileges (if applicable) [UK CAA only]

(f) To add IMC rating privileges (if applicable) [UK CAA only]

Objectives

The candidate must be able to:

(a) Demonstrate a pre-flight and post flight briefing to include facilitative skills

(b) Demonstrate how to conduct a flight test and ground examination

(c) State the privileges of the FE

(d) Describe examiner revalidation and renewal requirements

(e) Explain the how to complete the flight test documentation and administration

(f) Correctly assess the pilot's performance including technical and non-technical skills

Pre-Entry Requirements

(a) Hold the relevant licence, rating, medical and FI certificate in the appropriate aircraft category, as applicable to the examiner certificate sought

(b) To examine for the CPL(A) have completed 2000 hours of flight time as pilot of aeroplanes or TMG including at least 250 hours of flight instruction

(c) To examine for the revalidation and renewal of an EIR have completed 1500 hours as pilot on aeroplanes and 450 hours of flight time under IFR of which 250 hours shall be as instructor

FE CPL Assessment of Competence

On successful completion of the training a recommendation will be made for the candidate to complete the assessment of competence. This must be carried out within 6 months of completion of the training. Failure to do so will result in the need for extra training

The candidate will be required to conduct a CPL(A) skill test with a UK CAA FOTI/senior examiner or Danish CAA [Trafikstyrelsen] Inspector/senior examiner as applicable acting as the test candidate. The skill test schedule is given below

Candidates wishing both SE and ME privileges will normally conduct the skill test in the more complex aeroplane i.e. the ME aeroplane

UK CAA only. Where OPC privileges are sought an additional assessment of competence will be conducted as an observed OPC in accordance with the Company Operations Manual Part D. Candidates seeking privileges to conduct OPC will also be required to demonstrate skills as a CRMI

Where the EIR privilege is required an additional assessment of competence may be needed, which will take the form of an EIR proficiency check. The proficiency check schedule is given below

Notes:
1. Items in section 2 (c) and (e)(iv), and the whole of sections 5 and 6 may be performed in an FNPT II or an FFS
2. Use of the aeroplane checklists, airmanship, control of the aeroplane by external visual reference, anti-icing/de-icing procedures and principles of threat and error management apply in all sections

SECTION 1 - PRE-FLIGHT OPERATIONS AND DEPARTURE
Pre-flight, including: Flight planning, Documentation, Mass and balance determination, Weather brief, NOTAMS
Aeroplane inspection and servicing
Taxiing and take-off
Performance considerations and trim
Aerodrome and traffic pattern operations
Departure procedure, altimeter setting, collision avoidance (lookout)
ATC liaison - compliance, R/T procedures

SECTION 2 - GENERAL AIRWORK
Control of the aeroplane by external visual reference, including straight and level, climb, descent, lookout
Flight at critically low airspeeds including recognition of and recovery from incipient and full stalls
Turns, including turns in landing configuration. Steep turns 45°
Flight at critically high airspeeds, including recognition of and recovery from spiral dives
Flight by reference solely to instruments, including:
(i) level flight, cruise configuration, control of heading, altitude and airspeed
(ii) climbing and descending turns with 10°- 30° bank
(iii) recoveries from unusual attitudes
(iv) limited panel instruments
ATC liaison - compliance, R/T procedures

SECTION 3 - EN-ROUTE PROCEDURES
Control of aeroplane by external visual reference, including cruise configuration Range/Endurance considerations
Orientation, map reading
Altitude, speed, heading control, lookout
Altimeter setting. ATC liaison - compliance, R/T procedures
Monitoring of flight progress, flight log, fuel usage, assessment of track error and re-establishment of correct tracking
Observation of weather conditions, assessment of trends, diversion planning
Tracking, positioning (NDB or VOR), identification of facilities (instrument flight). Implementation of diversion plan to alternate aerodrome (visual flight)

SECTION 4 - APPROACH AND LANDING PROCEDURES
Arrival procedures, altimeter setting, checks, lookout
ATC liaison - compliance, R/T procedures
Go-around action from low height
Normal landing, crosswind landing (if suitable conditions)
Short field landing
Approach and landing with idle power (single-engine only)
Landing without use of flaps
Post flight actions

SECTION 5 - ABNORMAL AND EMERGENCY PROCEDURES
(This section may be combined with sections 1 through 4)
Simulated engine failure after take-off (at a safe altitude), fire drill
Equipment malfunctions including alternative landing gear extension, electrical and brake failure
Forced landing (simulated)
ATC liaison - compliance, R/T procedures
Oral questions

SECTION 6 - SIMULATED ASYMMETRIC FLIGHT AND RELEVANT CLASS OR TYPE ITEMS
(This section may be combined with sections 1 through 5)
Simulated engine failure during take-off (at a safe altitude unless carried out in an FFS)
Asymmetric approach and go-around
Asymmetric approach and full stop landing
Engine shutdown and restart
ATC liaison - compliance, R/T procedures, Airmanship
As determined by the FE - any relevant items of the class or type rating skill test to include, if applicable:
(i) aeroplane systems including handling of autopilot
(ii) operation of pressurisation system
(iii) use of de-icing and anti-icing system  
Oral questions

Validity

36 months

Revalidation

(a) Conduct 6 skill tests/proficiency checks/assessments of competence within the validity of the certificate (see note 1)

(b) Conduct 1 skill test/proficiency check/assessment from in the final year as an observed or dummy test with a UK CAA FOTI/senior examiner or Danish CAA [Trafikstyrelsen] Inspector/senior examiner as applicable

(c) Attend an examiner refresher course (seminar) in the final year of validity of the certificate (see note 2)

Notes:
1. When an examiner holds more than one examiner certificate, combined revalidation of all examiner privileges may be achieved when the applicant complies with the requirements of (a), (b) and (c). However, the Danish CAA [Trafikstyrelsen] requires the Danish CAA [Trafikstyrelsen] examiner to have conducted 6 tests/checks/assessments per examiner privilege held (e.g. 6 as a TRE, 6 as a CRE, etc). If this requirement is not met, the examiner privilege will be removed, unless the observed test is performed for that specific privilege

2. The examiner refresher course (seminar) must be approved by the UK CAA or Danish CAA [Trafikstyrelsen] to be accepted

Renewal

(a) Complete a skill test/proficiency check/assessment of competence as an observed or dummy test with a UK CAA FOTI/senior examiner or Danish CAA [Trafikstyrelsen] Inspector/senior examiner as applicable (see note 2)

(b) Attend an examiner refresher course (seminar) (see note 1)

Both (a) and (b) shall be completed within 12 months prior to application to renew

Notes:
1. The examiner refresher course (seminar) must be approved by the UK CAA or Danish CAA [Trafikstyrelsen] to be accepted
2. This item shall be completed last for the Danish CAA [Trafikstyrelsen] in accordance with FCL.1030(ii). This is not the case for the UK CAA

FCL.1030
When conducting skill tests, proficiency checks and assessments of competence, examiners shall:
(i) ensure that communication with the applicant can be established without language barriers
(ii) verify that the applicant complies with all the qualification, training and experience requirements in Part FCL for the issue, revalidation or renewal of the licence, rating or certificate for which the skill test, proficiency check or assessment of competence is taken
(iii) make the applicant aware of the consequences of providing incomplete, inaccurate or false information related to their training and flight experience

Conduct proficiency cheks for the LAPL(A) [EASA only]

Conduct skill tests for the issue of class ratings and SP type ratings (except for SP HPCA type ratings)

Conduct proficiency checks for revalidation and renewal of class ratings and SP type ratings (except for SP HPCA type ratings)

Sign certificates in respect of class ratings and SP type ratings for revalidation or renewal

Conduct OPC (when training and the assessment of competence includes OPC)

Conduct proficiency checks for the IMC Rating (when training and assessment of competence includes IMC Rating)
