In order to instruct or examine a UK licence holder or a student under training for an UK licence at a UK ATO / DTO the pilot needs to hold a UK CAA licence with the privileges to instruct or/and examine

Alternatively, if the pilot intends to conduct instruction or examinations outside the UK at a UK CAA ATO / DTO then they can apply for FCL.900(c) and/or FCL.1000(c) certificate(s) from the UK CAA. The application is based on the pilots ICAO licence, instructor and/or examiner certificates. It is important to remember that the FCL.900(c) and FCL.1000(c) certificates do not allow pilots to exercise the privileges within the UK territory

The ATO or DTO approval and the pilots FCL.900(c) and/or FCL.1000(c) must be issued by the UK CAA

The validity of the FCL.900(c) and/or FCL.1000(c) will be based on the ICAO licence, instructor and/or examiner expiry date(s)

Revalidation/renewal of the FCL.900(c) and/or FCL.1000(c) privileges will be under the direction of the UK CAA. This is in addition to maintaining the ICAO licence with valid instructor and/or examiner certificate(s)

UK Aircrew Regulation Annex 1 Part FCL

FCL.900 Instructor certificates

(a) General. A person shall only carry out:

(1) flight instruction in aircraft when he/she holds:

(i) a pilot licence issued or accepted in accordance with the UK Aircrew Regulation 1178/2011;

(ii) an instructor certificate appropriate to the instruction given, issued in accordance with Subpart J - Instructors;

(2) synthetic flight instruction or MCC instruction when he/she holds an instructor certificate appropriate to the instruction given, issued in accordance with Subpart J - Instructors.

FCL.900(c) Instruction provided outside the territory of the United Kingdom:

(1) By way of derogation from point (a), in the case of flight instruction provided during a training course approved in accordance with Annex 1 Part FCL outside the territory for which United Kingdom are responsible under the Chicago Convention, the UK CAA shall issue an instructor certificate to applicants who:

(i) holds a pilot licence that meets all of the following criteria:

(A) it complies with Annex 1 to the Chicago Convention;

(B) in any case, it is at least a CPL in the relevant aircraft category with a relevant rating or certificate;

(ii) complies with the requirements established in this Subpart for the issue of the relevant instructor certificate;

(iii) demonstrates to the UK CAA an adequate level of knowledge of United Kingdom aviation safety rules to be able to exercise instructional privileges in accordance with Annex 1 Part FCL

(2) The certificate shall be limited to providing flight instruction during a training course approved in accordance with Annex 1 Part FCL which meets all of the following conditions:

(i) it is provided outside the territory for which United Kingdom are responsible under the Chicago Convention;

(ii) it is provided to student pilots who have sufficient knowledge of the language in which flight instruction is provided

FCL.1000(c) Examination provided outside the territory of the United Kingdom:

(1) By way of derogation from point (a), in the case of skill tests and proficiency checks provided outside the territory for which United Kingdom are responsible under the Chicago Convention, the UK CAA shall issue an examiner certificate to applicants holding a pilot licence that is compliant with Annex 1 to the Chicago Convention, provided that those applicants:

(i) hold at least an equivalent licence, rating, or certificate to the one for which they are authorised to conduct skill tests, proficiency checks or assessments of competence, and in any case at least a CPL;

(ii) are qualified to act as PIC in the aircraft during a skill test or proficiency check that is conducted in the aircraft;

(iii) comply with the requirements established in this Subpart for the issue of the relevant examiner certificate; and

(iv) demonstrate to the UK CAA an adequate level of knowledge of United Kingdom aviation safety rules to be able to exercise examiner privileges in accordance with Annex 1 Part FCL.

(2) The certificate referred to in point (1) shall be limited to performing skill tests and proficiency checks:

(i) outside the territories for which the United Kingdom are responsible under the Chicago Convention; and

(ii) to pilots who have sufficient knowledge of the language in which the test/check is given.

GM1 FCL.900(c); FCL.1000(c) Instruction or examination outside the territory of the UK

Instruction or examination outside the territory of the UK is possible within the scope of:

# ATOs that have their principal place of business outside the UK; or

# ATOs that have their principal place of business in the UK and one or more additional training sites outside the UK.

GM1 FCL.900(c)(1) Instructor certificates

Instruction outside the territory of the United Kingdom

The UK CAA may issue an unrestricted flight instructor (FI) certificate (FI(A) for aeroplanes or FI(H) for helicopters) to an applicant that has at least 100 hours of experience in flight instruction and 25 hours in solo-flight supervision.

General Training Requirements and Assessment for FCL.900(c) and/or FCL.1000(c)

Prior to application the UK CAA will require the applicant to carry out theoretical knowledge training at a UK based ATO providing instructor and/or examiner courses covering the privileges sought. The training may take several days and cover the differences between the UK regulations and the applicants own regulations. Any flying training carried out will be decided between the applicant and ATO. After successfully completing the theoretical knowledge training and flight training a course completion certificate will be issued by the ATO

The applicant will then have to pass an Assessment of Competence with a UK CAA FOTI which will cover the privileges sought including a spinning assessment

To obtain both a FCL.900(c) and FCL.1000(c) will require separate Assessments of Competence

Application for FCL.900(c) and/or FCL.1000(c)

The applicant shall apply to the UK CAA for the FCL.900(c) and/or FCL.1000(c) using the published application process. Copies of the your ICAO licence, medical, instructor and/or examiner certificates shall be provided to the UK CAA

Your ICAO licence, medical, instructor and/or examiner certificates will require verification from your National Aviation Authority. There may be a charge for this process

Prior to starting the application you must ensure that all ratings and certificates will remain valid during the process otherwise another verification will be required

The process can take several weeks or months depending on the workload of the UK CAA and the your National Aviation Authority. The UK CAA will charge for the issue of the FCL.900(c) and/or FCL.1000(c) certificates
