Danish CAA [Trafikstyrelsen] | Examiner Training

	Examiner training conducted on SE and ME aeroplanes

Introduction

On-Track Aviation in conjunction with Danish CAA [Trafikstyrelsen] Senior Examiners is able to offer examiner training courses for the Danish CAA [Trafikstyrelsen]. These include Danish CAA [Trafikstyrelsen] FCL1000(c) privileges for UK Part-FCL examiners holding a Danish CAA [Trafikstyrelsen] FCL.900(c) certificate

Danish CAA [Trafikstyrelsen] Approval

All applicants considering becoming an examiner shall apply to the Danish CAA [Trafikstyrelsen] in the first instance. If the applicant's qualifications meet the Part FCL requirements then they will receive notification enabling them to complete the standardisation course

The applicant will be assessed throughout the training course prior to taking the assessment of competence. The assessment of competence is conducted by a Danish CAA [Trafikstyrelsen] inspector or senior examiner at a mutually acceptable location

Note: Other EASA member state licence holders may be able to complete the Danish CAA [Trafikstyrelsen] examiner training courses but first must gain approval from their EASA member state National Aviation Authority (NAA)

UK Examiner to Danish CAA [Trafikstyrelsen] Examiner - FCL.1000(c) certificate

On-Track Aviation holds a specific approval that allows UK examiners to gain a Danish CAA [Trafikstyrelsen] examiner FCL.1000(c) certificate provided they hold a Danish CAA [Trafikstyrelsen] FCL.900(c) certificate

Prerequisites

The UK examiner shall meet the requirements of FCL.1000(c) prior to the application

Prior to starting the course the UK examiner shall:
a. Hold at least a UK Part-FCL CPL(A) with valid rating(s) for the applicable class or type
b. Hold an FI(A) certificate with instructional privileges for the applicable class or type
c. Hold a valid medical certificate
d. Hold a valid UK FE(A) certificate with at least the same privileges as required on the Danish CAA [Trafikstyrelsen] FCL.1000(c)
e. Apply to the Danish CAA [Trafikstyrelsen] using the ‘Examiner Authorisation - Application Form’ (see examiner.dk for information)

Course Structure and Duration

The UK examiner shall complete the following requirements within a period of 12 months prior to the application:
a. Attend a Danish CAA [Trafikstyrelsen] Examiner Refresher Course (Seminar) [see www.ontrackaviation.com/danish-caa-examiner-seminars.html for information]
b. Be observed by a Danish CAA [Trafikstyrelsen] Senior Examiner conducting at least 2 Proficiency Checks or Skill Tests covering the privileges sought. If both SE and ME privileges are required one observation flight should be carried out in a SE aeroplane and the other in a ME aeroplane (see note)
c. Pass an examiner assessment of competence conducted by a Danish CAA [Trafikstyrelsen] inspector or senior examiner nominated for the purpose

The observed Proficiency Checks or Skill Tests shall be conducted in either a FFS (at least level C) or in an aeroplane

Note: If the 2 observation flights are conducted in SE aeroplanes, then the examiner assessment of competence must be conducted in a ME aeroplane and vice versa

Extension to further Types/Classes

To extend the privileges to another type/class, there are no training requirements. However, the candidate shall pass an examiner assessment of competence

The assessment of competence will not change the expiry date of the examiner certificate. If the candidate wants to revalidate the examiner certificate at the same time as adding the new type/class, then they must complete the requirements of FCL.1025 before taking the examiner assessment of competence.

Assessment of Competence

On successful completion of the training a recommendation will be made for the candidate to complete the assessment of competence. This must be carried out within 6 months of completion of the training. Failure to do so will result in the need for extra training

The candidate will be required to conduct a skill test, proficiency check or assessment of competence with a Danish CAA [Trafikstyrelsen] inspector or senior examiner nominated for the purpose

Candidates wishing both SE and ME privileges will be required to complete an assessment in the each aeroplane type/class

If FSTD and aeroplane privileges are required the candidate must complete an assessment of competence in each

Examiners requiring MP role privileges will be required to complete an additional assessment of competence

Candidates adding privileges to an examiner certificate will only be required to be assessed for the new privileges

Validity

36 months

Revalidation

(a) Conduct 6 skill tests/proficiency checks/assessments of competence within the validity of the certificate (see note 1)

(b) Conduct 1 skill test/proficiency check/assessment from in the final year as an observed or dummy test with a Danish CAA [Trafikstyrelsen] Inspector or senior examiner as applicable

Notes:
1 . When an examiner holds more than one examiner certificate, combined revalidation of all examiner privileges may be achieved when the applicant complies with the requirements of (a), (b) and (c). However, the Danish CAA [Trafikstyrelsen] requires the Danish CAA [Trafikstyrelsen] examiner to have conducted 6 tests/checks/assessments per examiner privilege held (e.g. 6 as a TRE, 6 as a CRE, etc). If this requirement is not met, the examiner privilege will be removed, unless the observed test is performed for that specific privilege
2. The examiner refresher course (seminar) must be approved by the Danish CAA [Trafikstyrelsen] to be accepted

Renewal

(a) Complete a skill test/proficiency check/assessment of competence as an observed or dummy test with a Danish CAA [Trafikstyrelsen] Inspector or senior examiner or senior examiner as applicable (see note 2)

(b) Attend an examiner refresher course (see note 1)

Both (a) and (b) shall be completed within 12 months prior to application to renew

Notes:
1. The examiner refresher course (seminar) must be approved by the Danish CAA [Trafikstyrelsen] to be accepted
2. This item shall be completed last for the Danish CAA [Trafikstyrelsen] in accordance with FCL.1030(ii)

FCL.1030
When conducting skill tests, proficiency checks and assessments of competence, examiners shall:
(i) ensure that communication with the applicant can be established without language barriers
(ii) verify that the applicant complies with all the qualification, training and experience requirements in Part FCL for the issue, revalidation or renewal of the licence, rating or certificate for which the skill test, proficiency check or assessment of competence is taken
(iii) make the applicant aware of the consequences of providing incomplete, inaccurate or false information related to their training and flight experience

Privileges (as applicable)

The examiner privileges will be in accordance with FCL.1005 for the applicable examiner certificate sought
