General
On-Track Aviation is the only FTO in the UK to offer the FIE training course. The training is conducted at On-Track Aviation at Wellesbourne Mountford Aerodrome, Warwickshire. The acceptance test is conducted by a UK CAA Staff FE at a mutually acceptable location.
All applicants considering becoming an FIE shall apply to the CAA in the first instance. If the applicant's qualifications are acceptable and there is a requirement for an FIE then they will be invited to an interview with the CAA. If the candidate is successful at the interview they will receive a letter enabling them to attend the FIE course. In addition, each applicant will receive a copy of the Flight Examiners Handbook and any other relevant documents from the CAA.
Aims
The aims of FIE course are:
(a) To ensure that the candidate has the skill and potential to become a FIE on SE aeroplanes
(b) To describe the FIE requirements, responsibilities and revalidation requirements
(c) To explain the principles of standard examiner techniques
(d) To add ME privileges (if applicable)
Objectives
The applicant must be able to:
(a) Demonstrate a pre-flight and post flight briefing to include facilitative skills
(b) Demonstrate how to conduct a flight test and ground examination
(c) State the privileges of the FIE
(d) Describe instructor revalidation and renewal requirements
(e) Explain the how to complete the flight test documentation and administration
(f) Correctly assess the applicant's performance including teaching and non-teaching skills
Pre-Entry Requirements
(a) Hold an FE PPL or FE CPL examiner qualification (see note 1)
(b) Hold at least a CPL and ratings at least equivalent to the authorisation that is sought
(c) Have flown at least 2000 hours as pilot of aeroplanes
(d) Hold a current UK FI or JAR FCL unrestricted FI rating valid for the class or type of aircraft for which the authorisation is sought
(e) Hold an authorisation to conduct Flying Instructor Course (FIC) instruction including not less than 100 hours of instructing for the FI (A) rating
(f) Have written confirmation from CAA Flight Crew Standards that the pre-course FIE assessment/interview has been completed successfully
Note:
1. Under exceptional circumstances if the applicant does not hold either examiner qualification then the CAA Flight Crew Standards will decide the suitability of the applicant to become an FIE
2. To hold ME FIE privileges requires a valid ME instructor rating and have completed 18 hours of ME instruction (the equivalent of 3 x 6 hour courses) one course of which is to have been as an FIC conducting FI ME upgrade training (5 hours)

FIE Authorisation Acceptance Test
Once the applicant has successfully completed the FIE training course he/she may apply to the CAA for the FIE Authorisation Acceptance Test.
The test will be conducted by a UK CAA Staff FE. The applicant will be required to conduct an initial FI (R) Skill Test with the UK CAA Staff FE acting as the test applicant. The Acceptance Test should take approximately 4 hours for both the flight and ground elements.
Applicants wishing both SE and ME privileges will be required to conduct 2 acceptance tests; one will be an initial FI (R) Skill Test and the other a CRI ME Skill Test. During each test the CAA Staff FE will act as the test applicant and the duration of each test will be approximately 4 hours covering both the flight and ground elements.
Applicants who want to add ME privileges to a FIE SE authorisation shall, after successful completion of the training, conduct a CRI ME Skill Test with a CAA Staff FE acting as the test applicant. The duration of this test will be approximately 4 hours covering both flight and ground elements.

Re-validation (FIE authorisation not expired)
(a) Conduct 2 Instructor Skill Tests/Proficiency Checks within each year of the validity of the authorisation
(b) Conduct 1 test in the final year as an observed or a 'dummy' test with a UK CAA FE
(c) Comply with current standardisation arrangements
(d) Demonstrate knowledge of JAR-FCL 1 and those operational documents relevant to the FIE role and types/classes in which they may conduct tests/checks
Renewal (expired by less than 5 years)
Where the authorisation has expired by less than 5 years renewal shall require the applicant to under go refresher training at the discretion of the UK CAA followed by a test requiring an observed or dummy test with a UK CAA Staff FE acting as the test applicant. Any refresher training should include the following topics:
(a) Schedules for the Instructor Proficiency Check and Skill Test
(b) Flight Examiner Handbook (FEH) - relevant items
(c) Relevant Standards Documents
(d) The general requirements of authorisation shown at the beginning of this document
Renewal (expired by more than 5 years)
Where the authorisation has expired by more than 5 years, or at the discretion of the UK CAA, renewal shall require a minimum of a one day course:
(a) JAR-FCL Core Course material
(b) Schedules for the Instructor Proficiency Check and Skill Terst
(c) Flight Examiner Handbook (FEH) - relevant items
(d) Relevant Standards Documents
